Announcement
Introduction
Since 2001, a meeting of Representatives of the Competent Authorities identified under the Convention on Early Notification of a Nuclear Accident (‘Early Notification Convention’) and the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency (‘Assistance Convention’) is organized every two years at IAEA Headquarters.
Meeting Objectives
The goals of these meetings are to facilitate exchange of information and experience in the area of emergency preparedness and response (EPR) and cooperation among the Competent Authorities.
The specific objectives of the Eighth Meeting of Representatives of the Competent Authorities are to:
• Share key challenges in national EPR arrangements;
• Discuss issues in the implementation of the IAEA safety standards dealing with EPR;
• Examine arrangements for the IAEA assessment and prognosis process;
• Exchange information on improvements in EPR made after the Fukushima Daiichi accident;
• Discuss some sharing information tools.
Basic Information about the Meeting
The meeting will address the following topics:
• Safety Standards in EPR
• Communication with the Public in an Emergency
• Information Exchange in an Emergency
• International Assistance in an Emergency
• Training and Exercises in EPR
• Improvements in EPR after Fukushima Daiichi Accident
• Assessment and Prognosis in an Emergency
• International Radiation Monitoring System (IRMIS)
The Meeting will consist of eight technical sessions, and a number of side events. Selected Competent Authorities will present their national arrangements in specific EPR areas. All presentations should be sent by email to: CAM2016@iaea.org prior to the Meeting.
When preparing for the meeting all Competent Authorities are strongly encouraged to publish modules 7, 9, 10, 13, 17 and 25 on Emergency Preparedness and Response Information Management System (EPRIMS).
Meeting Registration and Financial Support
Persons wishing to participate in the Meeting are requested to complete a Participation Form (Form A) and send it through official channels e.g. Ministry of Foreign Affairs, Permanent Mission to the IAEA, or National Atomic Energy Authority for subsequent transmission to the International Atomic Energy Agency (IAEA), Vienna International Centre, PO Box 100, 1400 Vienna, Austria, either electronically by email to: CAM2016@iaea.org or by fax to: +43 1 26007 29309.
The costs for the organization of the Meeting will be borne by the IAEA. No registration fee is charged to participants.
The IAEA is not in a position to bear the travel and other costs of nominated participants. Limited funds may, however, be available to help cover the cost of participants from Member States eligible to receive technical assistance under the IAEA’s technical cooperation programme. Such assistance may be offered upon specific request to normally one participant per eligible Member State provided that, in the IAEA’s view, the participant on whose behalf assistance is requested will make an important contribution to the Meeting as well as to his or her State’s EPR arrangements.
The application for financial support should be made at the time of nominating the participant (see Form A).
Working Language
The working language of the meeting will be English. All presentations must be in English. No simultaneous interpretation will be provided.
Venue, Local Arrangements and Accommodation
The Meeting will be held at the IAEA’s Headquarters in Vienna, Austria in Board Room A (M02).
It will start on Monday, 6 June 2016, at 10:00 and will end at 14:00 on Friday, 10 June 2016.
Participants must make their own travel and accommodation arrangements. Please note that the IAEA is not in a position to assist participants with hotel bookings, nor can the IAEA assume responsibility for paying cancellation fees or for re-booking and no shows.
Visas
Designated participants who require a visa to enter Austria or any other Schengen State should submit the necessary application to the nearest diplomatic or consular representative of that State as soon as possible. In the case of Austria, persons who require a visa have to apply for a Schengen visa at least 21 days before entry into Austria. In States where Austria has no diplomatic mission, visas can be obtained from the consular authority of a Schengen Partner State representing Austria in the country in question.
Meeting Side Events and Technical Visits
4th Regular RANET Meeting
The focus of the meeting will lie on recent and future RANET activities. The representatives of the Competent Authorities of RANET States are expected and all other representatives are kindly invited to participate at this RANET meeting.
Display of IAEA Guidelines and Tools in EPR
All recent IAEA guidelines, tools and training material in EPR will be on display in front of the Boardroom A. Meeting participants will be able to collect documents from EPR Series and related training material for their use.
Workshops and Demonstrations
The participants will have the opportunity to refresh and update their knowledge in specific areas of EPR. The specific sessions will deal with EPRIMS, USIE, IRMIS and Assessment and Prognosis.
Technical Visits
Visits to the IAEA’s IEC will be arranged on Thursday (9/06) and Friday (10/06) during lunch time upon registration at the Meeting Service Desk in Board Room A.
